IUPALS (Italian Universities for Palestinian Students, Italy)
Closed. IUPALS 2025 was the last call, and participating universities (including Padova) now state that no new edition is expected for the 2026/27 academic year. This was the one proven route that combined a full undergraduate scholarship with a real evacuation corridor, and it physically evacuated 229+ students. Nothing has replaced it yet. Do not build your plan around IUPALS reopening. Watch crui.it in case CRUI revives it, and put your energy into the UK awards below that accept applicants still living in Palestine. (Update: as of August 2026 the central IUPALS coordination has wound down, and a few universities are now self-funding individual students case by case, but there is no open call to apply to.)
Exit support: government-run evacuation corridor (2025 edition, now closed)
Opens again later
Türkiye Bursları (Turkish Government Scholarship)
Fully funded: tuition, monthly stipend, housing, flights, and a Turkish language year. No IELTS. Undergraduate applicants must be under 21, master's under 30. Applications normally run 10 January to 20 February each year, so expect the next window around January to February 2027. Exact dates are published on turkiyeburslari.gov.tr a few weeks beforehand, so ignore unofficial sites quoting dates.
Closed, Graduate / postgraduate
Ireland-Palestine Scholarship Programme (IPSP, Ireland)
A fully funded one-year master's in Ireland, applied for through Amideast, for study starting in the 2027/28 academic year. Closed for this cycle: Amideast says the IPSP 2027-28 application closed on 20 October 2026. You must NOT already hold a master's or higher qualification; you must not have applied to the Ireland Fellows Programme more than once before; and this is a master's award only, not a route to a PhD. You must be a Palestinian currently resident in Palestine holding a Palestinian or Jerusalem ID. Documents and English: a bachelor's degree from an accredited institution at 80% or a 3.0 GPA or above, three chosen courses from the published Directory of Eligible Postgraduate Courses, and an English test score dated September 2025 or later meeting the published minimums: IELTS 6.5, or 550 on the Institutional Testing Program (ITP), or 80 on internet-based TOEFL (iBT), or 120 overall on Duolingo with at least 105 in every sub-score. If you do not already hold a qualifying English score, note the requirement for the next cycle. Watch the Amideast programme page for the next call. Amideast says shortlisted candidates can expect interviews in December 2026.
Opens again later, Graduate / postgraduate
HESPAL (British Council, UK)
Fully funded UK master's. The 2026/27 cycle was open exclusively to master's applicants from Gaza, including displaced Gazans, and closed on 27 February 2026. Requires nomination by a Gazan university and normally that you are academic staff there. Master's only: PhD applicants are not eligible. The British Council says the 2027/28 cycle will open soon, and eligibility will be confirmed when it opens. Partner universities expect the 2027/28 window to open around November 2026; watch the British Council page.
Opens again later, Graduate / postgraduate
University of Sheffield Gaza-Palestine PGT Scholarship (UK)
You must be a national of AND currently residing in Gaza, you must not already hold a qualification equal to or higher than a master's, you must not have previously studied outside Gaza, you must not be a sponsored student, and it cannot be combined with any other scholarship or deferred. One funded taught-master's place: full tuition, a single en-suite room in University halls, and a £5,000 maintenance award paid in four instalments. It does not fund pre-sessional English courses or assessments. The 2027-entry round is now confirmed: applications open at the end of March 2027 and close at 1pm UK time on Tuesday 18 May 2027, applicants are notified before the end of June 2027, and your offer must become unconditional by Monday 2 August 2027. You need a conditional or unconditional offer for a one-year full-time taught master's starting September 2027 before the deadline, so start your course application early. No IELTS or references are required for the scholarship application itself. Visa and exit decisions are separate, and funding is limited to the support listed above.
Opens again later, Graduate / postgraduate
University of Leeds Gazan Humanitarian Scholarship (UK)
This is taught-master's only (foundation, undergraduate and postgraduate research study are not eligible), and these subjects are excluded: Materials Science; Physics including Nuclear Physics; Mechanical Engineering; Aeronautical and Aerospace Engineering; Chemical, Process and Energy Engineering; and Minerals Technology. Courses that are 100% online through the Digital Education Service are also excluded, you must not currently reside in the UK, and dependants cannot be included on a student visa application tied to this scholarship. Leeds also reserves the right to withdraw the award if a successful applicant is unlikely to reach the UK in time. Covers full tuition, £10,000 for study and living costs, £3,500 towards travel, visa charges and the NHS surcharge, 12 months of accommodation, and gym membership. Open to residents of Gaza and Gazans displaced after October 2023 who have already applied to a Leeds course and hold a valid travel document accepted by UKVI. The 2026-entry round is closed; Leeds says applications for 2027 entry will open in early 2027. For 2026 entry an unconditional offer was needed by 20 April 2026, so apply for your course early if you are planning for 2027.
Opens again later, Graduate / postgraduate
University of Sussex: Scholarships for Palestine (UK)
Fully funded taught-master's scholarships for Palestinian students, with priority for those ordinarily resident in Gaza or displaced since October 2023. Covers a full 'Overseas' tuition-fee waiver for year one, £17,460 for living costs (or on-campus accommodation), visa and NHS surcharge, relocation costs, and the Duolingo test fee. You need an offer of a Sussex master's place and Palestinian ID/travel documents; unlike most UK sanctuary awards, you do not need to already be in the UK. The 2026-entry round is closed (the deadline was 1 June 2026, for a September 2026 start); watch for the 2027-entry round, expected to open in spring 2027.
Opens again later
University of Sanctuary scholarships (UK)
Foundation-year and undergraduate at Sheffield, Birmingham, Reading, Kent, Sussex, Southampton, UEA and more. GPA-flexible, selection criteria that weigh your circumstances, with fee waivers and living stipends. Important: nearly all require you to already be resident or seeking asylum in the UK. A next-step door, not an exit from Gaza. The 2026/27 cycle is now closed (deadlines ran March to June 2026); most reopen around March to June 2027.
University deadline passed, not a student application, Graduate / postgraduate
UK support for eligible students with fully funded 2026-entry offers
Students cannot apply to this directly: universities act. The deadline for universities to provide eligible students' details was 31 October 2026 and it has now passed, so this round is effectively shut to anyone whose university did not submit them in time. If you hold a fully funded offer and do not know whether you were submitted, contact your university's scholarships or international office and ask directly. The official GOV.UK page, last updated 15 July 2026, covers eligible students aged 18 or over who hold fully funded, verified scholarships for courses starting no later than 31 December 2026, and it does not apply to a 2027 start. Dependants: partners, spouses and children under 18 may apply only where the student is doing a PhD, doctoral or research-based higher degree, or holds a government-linked scholarship, and the student must show funds of £6,120 outside London or £7,605 in London for each dependant. Student visa requirements and fees still apply. The government says it will seek to support exit and provide visa support, but the page itself states the journey cannot be guaranteed and timelines remain uncertain.
Exit support: the UK government says it will help eligible scholars leave Gaza, but this is not guaranteed.
Opens again later, Graduate / postgraduate
Chevening: State of Palestine
Closed for now: the 2027/28 window closed on 6 October 2026, and Chevening's official site now shows applications as closed. The next cycle (2028/29) is expected to open in early August 2027 and close in early October 2027; it needs two references and a strong personal statement, so set a reminder for August 2027 and begin drafting months ahead. Good news for anyone who wins a place: on 24 June 2026 the UK Government confirmed it will again support fully funded scholars, including Chevening scholars, to leave Gaza, and has previously run expedited visas for them. The published UK support policy covers eligible 2026-entry offers; future-cycle support must be checked separately.
Exit support: the UK government says it will help eligible scholars leave Gaza, but this is not guaranteed.
Opens again later
Goldsmiths, University of London: Palestinian Scholarship (UK)
One of the strongest awards open to students still in Palestine, and it includes undergraduates: 2 undergraduate and 3 postgraduate-taught places. Online degrees are not eligible and you must study in person; on a two-year postgraduate course only one year is funded; and the Integrated Foundation Certificate is not eligible, though integrated degrees are. Covers a full tuition fee waiver, a £20,500 per year living allowance, student visa and Immigration Health Surcharge costs, and a return trip to and from the UK. Open to Palestinians living in Palestine or holding Palestinian travel documents, who need a UK student visa and hold an offer for a foundation, undergraduate or taught master's course. Priority goes to those from Gaza, the West Bank or a refugee camp, and to applicants who have not already completed or started a degree outside the West Bank, Gaza, Israel or Lebanon. Unlike most UK sanctuary awards, it does not require you to already be in the UK. 2026 entry is closed. Applications reopen in January 2027.
Opens again later
University of Glasgow: The Dima Alhaj Scholarship (UK)
Named for a Glasgow alumna who worked for the WHO in Gaza and was killed there in November 2023. Two awards: one undergraduate and one postgraduate-taught. PhD, PGDip, PGDE and part-time programmes are not eligible, and it cannot be combined with another University of Glasgow scholarship. Covers a full tuition fee waiver, a £9,010 per year stipend, University of Glasgow accommodation (private accommodation is not funded), visa and Health Surcharge costs, and a flight to Glasgow. You must be a Palestinian national domiciled in Palestine, hold a valid passport at the time you apply, and already have a live application in progress for an eligible Glasgow programme. Status: the 2027-28 round, for students joining in September 2027, has not opened yet. Glasgow says it will open soon, and you can register your interest on the page to be notified. Start your passport and your programme application now, because both must be in place before you can apply for the scholarship.
Opens again later, Graduate / postgraduate
Leiden University: Extra Gaza Scholarship (Lutfia Rabbani Fund, Netherlands)
This is NOT a full scholarship. It pays €30,000 for one academic year, which covers the Leiden tuition fee and the housing fee but not your rent, so you must fund travel, housing and most living costs yourself, and you will still need to show proof of sufficient funds to get a Dutch visa or residence permit, which is a real barrier when the award is partial. The amount does not stretch to LLM Advanced Studies programmes, which charge higher fees. One award per year, master's level only. Before you apply you must already hold an official admission letter for a one-year Leiden master's, or be enrolled in the second year of a two-year Leiden master's. Open to Gazan students, including those currently residing elsewhere. An English test is required for admission and you pay for it yourself. Status: the 2026 round ran from 1 January to 31 March 2026 and has closed, and Leiden has not yet published a 2027/28 round. By that pattern, expect a window around January to March 2027, but confirm on the official page before planning around it. Run with the Lutfia Rabbani Foundation; questions go to info@rabbanifoundation.org.
Exit support: none. This is partial tuition money, not a corridor.
Nomination only, Graduate / postgraduate
DAAD Hilde Domin Programme (Germany)
Fully funded, nomination-only, and not a Gaza programme: it supports students and doctoral candidates at risk anywhere in the world. You cannot apply yourself. A German higher education institution or an eligible German organisation must nominate you, and DAAD then invites suitable nominees to apply. Current target group is master's and doctoral; human medicine, dentistry, veterinary medicine, pharmacy and law are NOT eligible, so check these exclusions first. The winter 2027/28 nomination and application dates have passed. Do not assume a specific next cycle; confirm the current round on the DAAD page.
Opens again later, Graduate / postgraduate
PSSAR (Palestinian Students and Scholars at Risk, Canada)
Fully funded graduate and research placements for Palestinian nationals. Note (2026): biometrics still require leaving Gaza, and PSSAR reports 130+ scholarship holders currently stuck on this step. It is a real bottleneck, not a formality.
Opens again later
Al Fakhoora / Education Above All (Qatar)
Undergrad and postgrad. Competitive. Check the current eligibility and GPA requirements on the official Education Above All page.
Paused, not taking new applications
Gaza Scholarship Initiative (We Are Not Numbers / CAAP, USA)
Paused for new applicants. The Center for Arab American Philanthropy says the Gaza Scholarship Initiative is not accepting new applications at this time and is focused on students already in the programme. No reopening date has been given. Separately, since January 2026 the US has suspended almost all visas for travellers on Palestinian Authority documents, including student visas, so US routes are effectively frozen for most students right now. Do not spend your energy here at the moment.
Opens again later
Al-Azhar and other universities (Egypt)
Regional option, often the most reachable; typically routed via Rafah. Ask mentors to match you.
Closed
Habesha Protection Scholarship (Mexico, for displaced Gazans in Egypt)
Closed for the 2026 call, and it is not a route out of Gaza. You must already be residing in Egypt with valid, regular immigration status, so students inside Gaza cannot apply; you must have been aged 18 to 24 on 30 September 2026, single and without children; the award covers a two-year Técnico Superior Universitario, roughly an associate degree, preceded by one year of intensive Spanish, with no funding for study beyond that level; and it does not cover family members. Run by USCRI Latin America and the Caribbean through the Habesha Project, at two universities in Aguascalientes, Mexico. Covers tuition and academic fees, a monthly allowance of 9,000 MXN for three years, a laptop, Mexican social security (IMSS), case management and psychosocial support, plus travel to Mexico, visa assistance and temporary transit accommodation. Requires a Gazan ID, a passport valid at least six months, proof of legal residence in Egypt, a high school average of at least 7 out of 10, and English at B1. The 2026 call closed on 22 October 2026. If you are a displaced Gazan student in Egypt, watch for a 2027 call; enquiries go to gazascholarship@refugees.org.
Exit support: travel to Mexico and visa help, but only from Egypt, not from Gaza.
Closed
New University in Exile Consortium: Palestinian Student Initiative
Not currently accepting new students. The Consortium has confirmed that the Palestinian Student Initiative is not an ongoing program: it is supporting a small number of students already in it, and has no funding to extend support to anyone new. Its member campuses remain a good network for universities and allies who want to create placements, but as a student, do not spend your energy applying here right now.
